About the Position:
These positions are located in the U.S. Army Corps of Engineers, Philadelphia District, Contracting Division, Contracts Branch or Supply and Services Branch, Philadelphia PA.
The Philadelphia District of the U.S. Army Corps of Engineers was established in 1866 to manage the water resources of the 13,000 square-mile Delaware River Basin and the Atlantic Coast from New Jersey's Manasquan Inlet to the southern boundary of Delaware. Our mission areas include Military Construction, Navigation, Flood Control, Coastal Engineering, Planning, Emergency Management, Environmental Program and Support for Others work. This position is located in the Philadelphia District Office in the Wanamaker Building. Parking is available for a monthly fee in the basement of the office building. The Army provides up to $255 per month mass transit subsistence. Supervisors may approve options to work flex time or adjusted work schedules.

Responsibilities
You will serve as a Contract Specialist in either the Contracts Branch or Supply and Services Branch, responsible for pre-award and post-award functions for various contracts (construction and architect contracts or supply and services contracts) for several activities within the Philadelphia District. Duties include the following:Pre-Award and Award duties:
Formulate the contracting approach to be taken that will best satisfy the requirement
Advertise procurements ensuring that the bid schedule is properly structured
Prepare the solicitation, determining sources to be solicited
Prepare applicable determinations and findings
Conduct pre-proposal conferences
Receive and evaluate proposals and determines the competitive range in negotiations
Analyze bids and proposals for construction and Architect-Engineering requirements
Prepare solicitations for constructions and Architect-Engineering requirements
Post Award duties:
Monitor contractor performance in relation to the completion schedule
Make periodic visits to the contractors facility or work site
Detect and corrects labor standards violations
Issue change orders occasioned by changes in mission requirements
Modify contracts for negotiated settlements
Modify construction and Architect-Engineering contracts
Issue show cause or cure notices for constructions and Architect and Engineering
Modify supply and services contracts
Issue show cause or cure notices for supply and services contracts

Defense Acquisition Workforce Improvement Act Career Field position. In accordance with DoD 5000.66-M and Defense Acquisition Workforce Act (DAWIA) requirements, selectees must meet position requirements for certification at Defense Acquisition Workforce Improvement Act (DAWIA) Level II in Contracting within 24 months of entrance on duty. Once certification is achieved, there is a requirement for continuous training.
This position requires the submission of a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 12/2011), Executive Branch Personnel Confidential Disclosure Report, upon entering the position and annually, in accordance with Department of Defense Directive 5500-7-R, Joint Ethics Regulation, dated 17 Nov 2011.
Qualifications
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Qualifications: A bachelor's degree, or higher-level degree from an accredited college or university AND you have 24 or more business related semester hours from an accredited university in any one or a combination of the following fields: accounting , business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. The 24 semester hours may be obtained within the degree or in addition to the degree. NOTE: Transcripts are required at the time of application. OR
Exempt from meeting the education requirement listed above because you are a current Department of Defense (DoD) employee that occupied a 1102 series position on or before September 30, 2000, OR Exempt from meeting the education requirement listed above because you served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before September 30, 2000ORYou may be exempt from meeting the education requirement listed above because you are a current member of the Armed Forces (not retired or separated) AND you occupied a similar occupational specialty to the 1102 series on or before September 30, 2000.

In addition to the Basic Requirement above, applicants must meet the specialized experience. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: applying a knowledge of contracting principles and procedures related to pre and post award contracting, preparing pre and post award documentation, determining effective contract strategies to include contract type and pricing arrangements and conducting negotiations to include preparing procurement action with other offices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
