Summary
The selectee for this position will serve as a LEAD ENGINEERING TECHNICIAN in the ENGINEERING & PLANNING DEPARTMENT, CHIEF ENGINEER, TEST ENGINEERING & WORK CONTROL DIVISION (Code 246) of PEARL HARBOR NSY AND IMF.
Responsibilities
The successful selectee will perform the following duties:
Coordinating and directing all assigned Hull, Mechanical & Electrical (HM&E) and Combat Systems testing.
Reviewing the preliminary work packages, Availability Work Package (AWP), and developing the test or work control program.
Preparing detailed test procedures.
Planning and developing ancillary schedules for the Hydrostatic, flush and operational testing, Operational Testing and Sea Trials.
Planning distribution of work, setting policies, priorities and deadlines.

Requirements:
Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) SECRET security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Selectee will be required to successfully complete a pre-appointment physical examination.
Work is performed outdoors, often under adverse weather conditions.
Work requires frequent bending, stooping, walking, standing, working in cramped positions, and climbing.
Work requires exposure to high noise levels.
Must be able to wear personal type safety equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications

Specialized experience must demonstrate the following: applying knowledge of Hull, Mechanical, and Electrical (HM&E) test programs to provide technical guidance on engineering test projects. Examples of qualifying experience include: identifying ship systems or equipment performance problems and recommending corrective action; developing project plans to coordinate schedules or other resources; ensuring projects comply with quality standards; formulating test or work control schedules; planning or developing hydrostatic testing, tightness testing, operational testing, or sea trials.
