Summary
About the Position: Incumbent must apply innovative project management expertise to a variety of complex projects worldwide to include site inspections, remedial investigations, feasibility studies, proposed plan development, records of decision, remedial design, remedial investigations, proposed plan development, records of decision, and site closeout projects.
Position may be filled as a temporary promotion or temporary reassignment NTE 13 months by a current permanent ARMY employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.
Position may be filled a a term appointment NTE 13 months, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years.
Locations for deployment include the countries of Afghanistan, Iraq, Jordan, Kuwait, United Arab Emirates (UAE), Bahrain, and Qatar and other locations as assigned.
This is a standing register for multiple vacancies within the United States Army Engineering & Support Center, Huntsville.
Responsibilities
Manage, control, coordinate and execute ordnance clearance projects in worldwide locations.
Monitor the progress of others in the procurement and administration of contracts related to ordnance clearance operations
Recommend task assignments among multi-discipline engineering and contracting team with respect to drafting contract documents, procuring contracts and review contract deliverables.
Collects execution data on ordnance clearance operations for use in estimating cost and production rates for current and future projects
Keep customers informed of project progress, issues and resolution, and any impact on costs
Travel Required
76% or greater - You will be expected to travel away from permanent duty location 90% of the time.

In order to qualify, you must meet the education and/or expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes assisting project managers to develop service contract performance work statements and cost estimates and obtaining the necessary concurrences and approvals for the establishment of procedures and requirements for assigned projects; independently developing databases and monitoring project cost and execution to include collect and input project execution data; serving as the project manager and contracting office's representative for solicitation, selection, award, and contract administration of contracts; and gathering information tp prepare briefing slides to support project review activities.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
