Summary
The Chief Health Informatics Officer (CHIO) at the Oklahoma City VA Health Care System reports directly to the Associate Director for Patient Care Service/Nursing Services. The incumbent is responsible and accountable for the strategy, direction, coordination, organization, and administration of all information management initiatives throughout the facility. The primary focus is to optimize effectiveness of patient care delivery and systems management in support of the VHA mission and goals.
Responsibilities
Major Duties
Include but are not limited to:
Evaluate clinical computing systems; analyze and evaluate the effect of interventions on health outcomes.
Expand and enhance patient access to patient information through the various initiatives, and further the effective and efficient use of medical information systems for patients.
Plan and execute computer hardware/software development to meet patient care needs, and ensure optimal computer use.
Designs, modifies, and implements systems compatible with professional standards and within the mission and the goals of the organization to improve the cost-effective use of resources.
Coordinate information management support for clinical activities within the Facility.
Provides executive input in the strategic planning, budget, mission, operational planning, and policy development for local and network efforts.
Work collaboratively with Executive Leadership and staff from other Networks nationwide to develop and implement informatics related policies.
Ensure that all local and national informatics policies are implemented properly and in a timely manner.
Develop, integrate, and coordinate operation of these programs and responsibilities facility-wide.
Coordinate institutional compliance with external accrediting organizations
Remain current in medical practice and actively participate in clinical, teaching, and academic activities of the facility, to the extent desired and appropriate for that facility.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
Physical Requirements: See VA Directive and Handbook 5019.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Preferred Experience:
Minimum of 5 years experience in the field of informatics.
Knowledge of health care environment, including how business influence health care delivery and the flow of data among domains of the health care system.
Experience on how information systems and processes enhance or compromise the decision making and actions of health care team members.
Experience in re-engineering health care processes.
Experience in fundamental information system concepts, including life cycle of information systems, evolving capabilities of information technology and health care.
Experience in how clinical information systems impact users and patients, how to support users and how to promote clinical adoption of systems.
Experience leading organization change, fostering collaboration, communicating effectively and managing large scale projects related to clinical information.
Hands on experience with VISN and EHR system used by VHA
Grade Determinations: For the GS-14, candidates must possess one (1) year of specialized experience equivalent to the GS-13 grade level. Candidates must demonstrate the following KSAs:
Skill in persuading others and gaining cooperation to accomplish goals.
Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
Skill in utilizing regulatory and quality standards to develop and implement operational programs.
Skill in managing multiple and diverse people or programs.
Skill in utilizing available resources to support the mission and goals of the organization.
Ability to plan, organize and direct the functions of the pharmacy staff

The full performance level of this vacancy is GS-14.
Physical Requirements: The work involves sitting, walking, standing and carrying of light objects such as administrative files. You will be required to have extreme patience and maintenance of emotionally stable responses in situations where in the coping abilities of others involved may be overwhelmed and you may be required to use appropriate methods or resources to physically restrain veterans who present a danger to self or others. A pre-employment physical is required. Respirator medical evaluation; Light carrying (under 15 pounds); Walking; Reading typewritten material without strain; Hearing aid permitted; and Emotional and mental stability.
