Summary
This SATELLITE OPERATIONS SPECIALIST position, is located in the Military Strategic and Tactical Relay (MILSTAR) Operations Center at a Space Operations Squadronand is part of the CA 148 SOPS.
Responsibilities
THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION
The primary purpose of the SATELLITE OPERATIONS SPECIALIST, GS-0301-7/9/11, is to conduct 24-hour on-orbit_command and control of MILSTAR satellite communications system which directly supports the United States Commander in Chief of Space Command (USCINCSPACE) and the United States Commander in Chief of Strategic Command (USCINCSTRA T). Satellites provide data directly to fixed ground stations and mobile forces thereby enabling users to establish critical communication networks and provide communications interoperability among all active US military services, to include both mobile and fixed ground stations.

CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

Recruitment/Relocation Incentive MAY BE authorized, subject to National Guard Bureau approval.

Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest.
Must maintain appropriate level of security clearance.
Must wear appropriate military uniform including required grooming standards.
Must maintain a compatible military unit, grade and job assignment as required by current directives.

Qualifications
General Experience: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration; Experience using computer and automation systems.
SATELLITE OPERATIONS SPECIALIST, GS-0301-07(Trainee): Must have at least 12 months experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; Experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; Experience interpreting regulations, policies or law and providing guidance.
SATELLITE OPERATIONS SPECIALIST, GS-0301-09(Trainee): Must have at least 24 months experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; Experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled; Experience with a thorough knowledge and understanding of administrative procedures and practices of management; Experience developing administrative procedures.
SATELLITE OPERATIONS SPECIALIST, GS-0301-11: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; Experience preparing written communications and oral presentations.
TRAINEE POSITION: Applicants not meeting full qualifications for the GS-11 position indicated above may be considered for GS-7/9 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated. If appointed as trainee, the selectee may be non-competitively promoted to GS-11 upon meeting full qualifications and recommendations of supervisor.
