Summary
The PALACE Acquire Program (PAQ) offers you a permanent position upon completion of your formal training plan. As a PAQ you will experience both personal and professional growth while dealing effectively and ethically with change, complexity, and problem solving. The program offers a 3 year formal training plan. Promotions & Salary increases are based upon your successful performance and supervisory approval.
Responsibilities
-Performs a variety of specific tasks designed to develop knowledge and skill in applying Acquisition Program Management principles, methods and techniques and understanding the fundamental precepts of defense systems acquisition.
-Knowledge of acquisition program management principles, techniques, requirements, methods and practices to carry out tasks to support planning, organizing and managing weapon systems acquisition.
-Carries out special projects designed to facilitate the full use of the intern's training and development.
-Analytical and evaluation skills to assess capability in meeting customer or project requirements.
-Performs a variety of specific tasks to develop knowledge and skill in applying Acquisition Logistics principles, methods and techniques.
-Knowledge to perform tasks to assist in the development of acquisition logistics that support the operation, maintenance, and support of the system.
-Performs tasking which are designed to increase knowledge and skill in the acquisition program management field and related areas.
-Oral and written communication skills for effective working relationships, interactions with customers, and exchange of information.

Qualifications
This is a Central Salary Account position and you must have a Bachelor's degree or higher in order to be accepted into the program.
You may qualify if you meet one of the following:
1. You must have completed a 4 year course of study leading to a bachelor's from an accredited institution AND must have documented Superior Academic Achievement (SAA) at the undergraduate level in one of the following:
a) Class Standing - upper third of the graduating class based on completed courses
in the college, university, or major subdivision;
b) Grade Point Average - 2.95 or higher out of a possible 4.0 as recorded on your
official transcript or as computed based on 4 years of education or as computed based
on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a
possible 4.0 based on the average of the required courses completed in your major
field or the required courses in your major field completed during the final 2 years of
your curriculum. If more than 10 percent of total undergraduate credit hours are nongraded,
i.e. pass/fail, CLEP, CCAF, DANTES, military credit, etc, you cannot qualify
based on GPA;
c) Election to membership in a national scholastic honor society (note: freshman
honor society cannot be used to meet the requirements of this position). (If qualifying
based on class standing or honor society membership, provide appropriate
documentation).
OR
2. You have one full year (18 semester hours or the equivalent) of graduate level study, or possess a bachelor's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a field that provided the knowledge, skills, and abilities to do the work of this position. Such fields include business administration, industrial management, industrial engineering, industrial psychology, public administration, political science, or government. (Submit copy of transcripts).
SPECIALIZED EXPERIENCE: To qualify for the GS-07 you must...have 1 year of specialized experience at the GS-05 grade level or equivalent under other pay systems in the federal service. Examples include following instructions given by supervisors and higher-graded specialist, performing structured work assignments of limited difficulty combined with training that familiarizes the employee with functions and operations of the organization.
To qualify for the GS-09 you must have a master's degree or successfully completed 1 year of specialized experience at the GS-07 grade level or equivalent (degree required under other pay systems in the federal service. Examples include performing developmental assignments of moderate difficulty work procedures, analysis of data, ability to use various computer systems in order to manage data and information.
EDUCATION: (required) One full year of graduate level education or superior academic achievement; master's or equivalent graduate degree.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of acquisition program management principles, techniques, requirements, methods and practices to carry out work in support of planning, organizing and managing weapon systems acquisition.
2. Knowledge to perform tasks to assist in the development of acquisition logistics that support the operation, maintenance, and support of the system.
3. Analytical and evaluation skills to assess capability in meeting customer or project requirements.
4. Oral and written communication skills for effective working relationships, interaction with customers, and exchange of information.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
