THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a AIRCRAFT LOADMASTER (INSTRUCTOR), Position Description Number D1632000 and D2300000 and is part of the PA 193rd Special Operations Wing, National Guard.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.

Responsibilities
As an Aircraft Loadmaster (Instructor), GS-2185-09, you will develop and provide technical loadmaster upgrade and proficiency training/instruction to aircrew members. Accomplish all requirements involved in mission planning and coordination. Accomplishe a wide variety of preflight, in flight and post flight duties required by the nature of the aircraft assigned and the aircraft's specialized mission. Develop evacuation procedures for aircrew and passengers. Administer no notice, pyramid and annual evaluations. Perform other duties as assigned.
As an Aircraft Loadmaster (Instructor), GS-2185-10, you will conduct loadmaster training to ensure worldwide capability. Provide direct assistance to the aircraft Pilot. Accomplish loadmaster functions. Perform staff work based on specialized knowledge of the unit's mission, assigned aircraft and the related programs to ensure safe and successful accomplishment of required training, assigned mission support and airlift support requirements. Perform other Duties and assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
Males born after 31 December 1959 must be registered for Selective Service.

Category 1: Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement.
Category 2: Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air)
Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air).
Category 4: Qualified current members of the Pennsylvania National Guard. (Army and/or Air)
INDEFINITE: Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.

GENERAL EXPERIENCE: Experience in functions such as preparing aircraft loading plans, loading and offloading aircraft, operating loading equipment, and ensuring security of cargo in flight.
SPECIALIZED EXPERIENCE:
GS-09 - Application must indicate at least 24 months of experience in planning and directing the loading distribution, arid securing of cargo in aircraft
GS-10 - Application must indicate at least 36 months of experience in planning and directing the loading distribution, arid securing of cargo in aircraft, conducting classroom and flight training in aircraft loading. Must be Instructor Certified.
KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.
-Knowledge of the capacities and limits of the various stations and compartments of the aircraft
-Knowledge of how weight and balance affect the operation of the aircraft during changing conditions
-Knowledge of aircraft cargo safety, cargo tie-down/handling procedures, emergency jettison in-flight procedures, and aircraft flight manuals
-Ability to compute flight time, weight loss, and weight and balance factors
-Ability to preflight aircraft and aircraft systems
-Ability to demonstrate use of emergency equipment and evacuation procedures
-Ability to train personnel in the build-up, loading, and rigging of the different aircraft cargo combinations
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
