Summary
This vacancy was amended to extend the closing date. NTIS has established a Joint Venture Partnership (JVP) with the private sector to assist Federal agencies in improving mission performance through operational efficiencies/innovation in data access, interoperability, search, or use of Federal data and data services to drive business outcome. The incumbent will be engaged with organizations/academia/research institutions/Federal agencies to affect transformation through data access/usage.
Responsibilities
Performance of this position requires original research and development activities with Federal agencies and JVPs that encompass the overall scientific and professional disciplines of computer science as it applies to the use of data science skills and strong consultative and communication skills to include design thinking in problem statement development, statistical research, and applied data analytics to complex national federal data priorities.
The position provides for a Senior Computer Scientist with the experience and skills required to conduct this type of research and effect cost effective data solutions from access, to discovery, processing, and eventual dissemination of the data through an Application Program Interface (API) or as part of a product or suite of products. The incumbent will:
ensure the continuity, reliability, security, and integrity of Federal data; while supporting a seamless transition of related Solution Architecture Development, Modernization and Enhancement (DM&E) initiatives that each agency may require with the assistance of a JVP. The incumbent shall also promote, facilitate, compliment, and integrate other Federal government, State, and local open data initiatives.
perform as the NTIS thought leader for data products and services that provide NTIS and its Federal agency customers with unique capabilities to derive insights and value from our nations open and commercial data resources.
conduct original research and make unprecedented developmental contributions to create and evolve Federal agency data science initiatives to include the related enabling infrastructure, including the coordination of an appropriately balanced pursuit of enterprise business, information, technical and solution viewpoints. To make these contributions, the incumbent must maintain state-of-the-art knowledge of computer science, data science, and its applications for business outcome.
consult with JVPs, scholars and industry leaders within and outside the Federal government, in private research, and in academia, and by original research. The incumbent conducts developmental projects in association with Federal clients and JVPs to incorporate the application of theoretical and emerging information technology capabilities to the numerous challenges facing NTIS Federal agency client’s operational environment. Through research findings and creative innovation, the incumbent assures that NTIS functions and operations reflect the most up-to-date practices and capabilities in information technology.
design original solutions for NTIS and Federal agency problems that are not amenable to contracts and where alternatives do not exist in current information technology. As a result of such projects, the incumbent recommends further extension of such development and the adoption or revision of methods for immediate or long-term problems faced by Federal agencies.
assist in developing coherent, long-term technology plans with the aim of improving service performance while, where possible, reducing costs.
As a result of the research conducted, the incumbent serves as the principal consultant to NTIS and Commerce staff on data interoperability requirements that reach their attention for research, experimentation, or development. These are problems of a difficult nature, which have not yielded themselves to solution by other Federal agencies through the normal course of business.

Qualifications
To meet the minimum qualification requirements for this position, you must show that you possess all of the Professional/Technical Qualifications (PTQs) listed and meet the basic education requirement for this position. Basic education requirement for the 1550 series: :
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
Applicants must address each of the PTQs via the on-line application process. A narrative description of 1-2 pages per PTQ is sufficient. Each response should include a brief summary of the applicant’s experience in relation to the specific PTQ and specific examples of accomplishments. Applicants should clearly show experience, knowledge and skill of the scope and quality sufficient to effectively carry out the duties of the position. You will not be considered if you fail to submit narrative statements or if you say “see resume”.
Professional and Technical Qualifications (PTQs):
PTQ 1. Demonstrated broad experience in data management, data analytics, and leading technical change by improving operations of complex and distributed systems through innovations in solution architecture. This includes experience with large scale data collection and dissemination efforts that have a broad impact on computing operations and promoting an agile and flexible computing infrastructure that can accommodate changes in technology as well as organizational changes.
PTQ 2. Demonstrated research experience in the application of computer science relevant to effectively translate business needs into operational systems requirements for a complex organization. This may include experience in designing original solutions to complex problems and directing new or evolving technology programs that respond to national needs.
PTQ 3. Demonstrated record of accomplishment in leading high-performance solution architecture and software engineering teams toward the successful attainment of challenging business system modernization goals that impact mission critical computing systems.
