Summary
This is an extended vacancy announcement. The purpose of this announcement is to solicit and collect resumes to develop applicant pools which may be used as vacancies occur within the DFAS IT organization. Responsibilities
Uses Project Management skills to support, plan, track, and update progress throughout the software development life cycle for both Waterfall and Agile/Scrum methodologies.
Participates in systems requirement reviews and systems crucial design reviews, and coordinates with customer/functional representatives and other technical personnel to clarify requirements.
Identifies how system modifications or new systems or subsystems affect current systems; prepares cost analysis; establishes target completion dates; and prioritizes proposed system changes or developments.
Coordinates with technical support personnel and customer representatives for software development implementation schedules and deployment to production.
Prepares system documentation and recommendations for improving software development and configuration management processes in accordance with acceptable industry standards.

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards
Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions
In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 in the federal service, which demonstrates the ability to perform the duties of the position, is required. You will only be considered for the specialties you claim.
Specialized experience for each of the technical areas previously mentioned are as follows:
COBOL- Experience utilizing Microfocus, IBM, or Unisys COBOL to design, develop and maintain PC-based or mainframe based automated information systems and software.
Oracle- Experience using Oracle products, including SQL, SQL*Plus, PL/SQL, to program software and systems changes for automated information systems.
JAVA- Experience utilizing Java to design, develop, and maintain web-based automated information systems and software.
Javascript- Experience utilizing Javascript to design, develop, and maintain web-based automated information systems and software.
Microsoft- Experience utilizing C#, C++, and / or VB.Net, along with SQL Server, to design, develop, and maintain web or server-based automated information systems and software.
Testing- Experience using structured processes to perform testing scenarios on automated information systems and software utilizing tools, such as Quality Center.
Configuration Management- Experience utilizing configuration management software tools to perform release management and/or version control on software projects.
Cognos- Experience utilizing IBM Cognos (version 10 or later) to develop static and customizable reports, ad hoc data queries, and user interfaces.
Audit Command Language (ACL)- Experience utilizing Audit Command Language to perform data analytics, workflow management, or data reconciliations.
Platform Engineering- Experience serving as the technical authority for assigned applications and systems by providing support in the planning and delivery of information technology services.
Network Storage Engineering- Experience analyzing, designing, and testing the use and implementation of data archival and storage management systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
