THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a VICTIM ADVOCATE COORDINATOR (Title 5), Position Description Number T5305000 and is part of the IL MILPO, National Guard.

Responsibilities
As a VICTIM ADVOCATE COORDINATOR (Title 5), GS-0301-9, you will:
Ensure overall local management of sexual assault awareness, prevention, training, and victim advocacy.
Maintain a network of victim advocacy services contacts to ensure 24/7 availability.
Provide comprehensive advocacy services to individuals exhibiting a wide range of issues related to being a victim or survivor of sexual assault.
Assist victims in developing safety plans, conduct at risk assessment, and provide emotional support, crisis intervention, prevention awareness and education to victims.
Adhere to policy and procedures in ensuring protected information is kept confidential under the restricted reporting policy.
Conduct educational and training workshops/seminars about the prevention of sexual harassment in coordination with Equal Opportunity Advisors.
Conduct prevention and response training on sexual assault for service members, community agencies, units and leaders about identifying victim services and defining sexual assault.
Determine safe and confidential ways to seek assistance, safety planning, protective orders, bystander intervention techniques, reporting, intervention, and treatment services for victims of sexual assault.
Ensure victims of sexual assault receive all needed guidance and emotional support during administrative, medical, investigative, and legal procedures.
Accompany victims and provide support in securing medical treatment for injuries, safe shelter, protective orders, court hearings, and support before, during, and after trials.
Refer victims to other community services as necessary.
Understand and anticipate the nature of the position requiring off-duty hour support to include a 24-hour rotation for advocacy services to victims.
Serve on community boards and committees representing the organization program.
Provide comprehensive assistance and liaison to and for victims of sexual assault and referrals to civilian agencies for those victims of spousal abuse.
Educate personnel regarding the most effective responses to sexual assault on behalf of victims and at-risk individuals.
Maintain strict regulatory confidentiality of information at all times.
Coordinate services for victims with service support and community organizations and agencies.
Originate and publish news and media articles of interest regarding sexual assault prevention and awareness.

Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
May occasionally be required to work other than normal duty hours; overtime may be required.
Must undergo initial and periodic job suitability and credentialing assessments.
Must obtain and maintain current required certifications in self-aid buddy care and first aid.
The position is designated for drug testing.
The work may require travel in military and/or commercial aircraft to perform temporary duty assignments.
Within 60 days of appointment, must be able to receive the applicable Defense Sexual Assault Advocate Credentialing Program (D-SAAC-P) for SAPR and SHARP requirements and maintain accreditation through meeting annual refresher training requirements.
Within 120 days of appointment, if not previously D-SAACP certified, must submit the DD Form 2950, "Department of Defense Sexual Assault Advocate Certification Program Application Packet."
In accordance with DoDI 6495.03, (D-SAACP), an applicant, for a NG Title 5 VAC position, is NOT qualified for appointment if convicted for sexual assault, domestic violence, child abuse, or violent crime and/or is registered as a sex offender.
Qualifications
Education Requirement: Must have valid awarded high school diplomas. The VAC candidates may have completed specific college course work that meets the requirements for a degree in a particular field, such as psychology, social sciences, human resources, or education; and, may have at least 24 semester hours of completed college course work in the social sciences. All VAC candidates must provide official transcripts from accredited universities or colleges, as applicable. The coursework and pertinent volunteer experience, in fields associated with those specified in the position description, are acceptable only where it clearly provides applicants with the background education and competency necessary for successful job performance such as, studies in the Social Sciences, Psychology, Social Welfare, Education, or Human Resources.
GENERAL EXPERIENCE: All on-board NG Title 5 Excepted Service employees assigned to Title 5 Excepted Service SAPR Program, must be certified at the next higher grade-level before considered as eligible for merit promotions to Series GS-0301 SAPR Program positions; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant (to include an on-board Title 32 or a Title 5 Competitive Service employee) who is employed in a different series' position must have at least two years of on-the-job experiences that are commensurate or equivalent to SAPR Program business, with demonstrated understanding of the principles and concepts defined by a practical knowledge of family programs, military community services, victim advocacy and/or associated functional areas.
SPECIALIZED EXPERIENCE: GS-09 Level - Must possess at least six months military or civilian experience at a novice competency level in one of the personnel programs, family programs, or community service programs; experienced in supporting the VA and SARC in the work activities concerning social concerns, health and wellness, or trauma recovery conditions; experienced in maintaining effective professional relationships; identifying potential problems; presenting formal and informal program briefings to senior leaders; preparing written technical reports, briefings, and training plans for the SARC that may include data charts, training progress and coverage, with gap analysis reviews; facilitating the training of Sexual Assault Prevention and Response (SAPR) programs; performing the SAPR VA administrative duties and tasks of the SAPR programs; developing training materials with the ability to facilitate effective interactive trainings in sexual harassment and sexual assault; knowledgeable in the sexual assault and domestic abuse prevention policies, regulations, and statutory requirements in the military or civilian sectors; able to comprehend the statistical trends analysis and reports that the SARC sends to NGB; meet Tier 2 background screening requirements to be granted access to the Defense Sexual Assault Incident Database (DSAID) or similar databases; knowledgeable of DSAID and understands the rules for documenting cases within prescribed time frames; fully competent in computer skills to complete program reports and format design PowerPoint presentations; maintain confidentiality and processing restricted or unrestricted sexual assault medical Line of Duty (LOD) documentation; assisting the SARC to conduct DoD Survivor Experience Surveys for submission to DoD that provides an assessment of the National Guard SAPR Program success for feedback on victim/survivor care; training, and monitoring appointed collateral duty Victim Advocates; completing SAPR procedures in regard to understanding the physical and/or psychological trauma of sexual assault, and the investigative and legal aspects of adult military sexual assault: knowledgeable of military organizations, mission impacts, military life-styles, civilian resources, and traumatic situations; managing or providing crisis intervention for sexual assaults; professionally expressing oneself orally and in-writing; and interacting with diversified groups, individuals, and organizations.
Additional Qualification Requirements: If the incumbent is a reservist/traditional military member assigned to the State's National Guard medical group, medical detachment, or medical unit, his or her military medical or mental health clinical roles and task assignments, in health service, health care or patient administration duties, will NEVER require contact with a sexual assault victim. Also, as a condition of continued Title 5 Excepted Service employment, if the Army SARC employee is also a reservist or traditional military member, the Army SARC employee can NEVER conflict or compromise the Army SARC program protocols and business rule requirements, at any time and for any reason. Because of the potential for legal or professional conflicts of interest, certain military reserves' occupational positions cannot serve as Army SARCs. These military positions' professional duties for sexual assault response conflict with the duties required of the Army SARCs.
a. Chaplain personnel and chaplain assistants are NOT appointed as the National Guard Title 5 Excepted Service Army SARC employees because they have privileged communications granted in the DoD Chaplain Program.
b. Law enforcement personnel are NOT appointed as National Guard Title 5 Excepted Service Army SARC employees because they have confidential limits in their roles to seek and document the truth of the crime.
c. Judge advocates and paralegals are NOT appointed as National Guard Title 5 Excepted Service Army SARC employees because their legal responsibilities conflict with Army SARC duties and may involve prosecution or defense of alleged offenders.
d. Commanders are NOT appointed as National Guard Title 5 Excepted Service Army SARC employees because their command responsibilities include focus on assessing the facts, functions, and accountabilities of the offender and the victim; and, these command duties conflict with the National Guard Title 5 Excepted Service Army SARC duties that are focused only on providing support and resources to sexual assault victims.
e. Medical and Mental Health Providers are NOT appointed as National Guard Title 5 Excepted Service Army SARC employees because their clinical roles and medical treatment work may require contact with a sexual assault victim; and, their clinical roles and their medical treatment duties and responsibilities directly conflict with the Army SARC work requirements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
